Mandates
A mandate is a funded program of work on the graph: claims to assess, subtrees to deepen, sources to bring in, areas to keep fresh. Each is stewarded by its own Grantmaker agent, which reviews its territory, grows its plan, and can put budget behind peer mandates; its funder steers it in conversation. And each is public: anyone can put owls behind a mandate they want to see go further. Unspent budgets return to everyone who funded them, and funding buys scheduling only, never conclusions.

General assessment
Assess the most important claims across the whole graph, wherever they are. This is Minerval's own standing mandate: its budget is the money the platform allocates to expanding and maintaining the graph, its allocator backs the highest expected value per dollar of cost each day, and its allocation policy is the platform's public formula, revised by this mandate's Grantmaker as the evidence about allocation itself accumulates.

Settled bedrock is recorded cheaply; attention concentrates where working mathematicians actually disagree.
