It's bad

The proposed canonical form, "The Jones Act should be repealed," is a workable claim in principle: a single, reusable normative proposition that is genuinely debated (Jones Act repeal is a live policy dispute with real arguments on both sides), so the claim bar itself (§2) is not the problem.

The problem is the supporting content: "It's bad." Per the intake policy for propose_claim, the supporting argument need not be convincing and need not carry evidence, but it must be a sincere, on-topic case for the claim, something a Steward can read as the contributor's reasoning for why the proposition is worth putting to the graph. "It's bad" supplies no reasoning at all; it merely restates the conclusion in different words (bad ≈ should be repealed) without saying why. There is no premise to evaluate, no consideration named, nothing that distinguishes this from an empty assertion. Reading it as charitably as possible (CI), it still amounts to a bare sentiment, not a case.

This falls short of the bar even though that bar is deliberately low, and a stronger resubmission would need at minimum one substantive reason (e.g., effects on shipping costs, consumer prices, domestic shipbuilding competitiveness, or supply-chain resilience) that a Steward could treat as a starting point for decomposition.

I don't find grounds for a bad-faith finding here: the contributor is probationary with a thin history (one prior rejection, no bad-faith flags), and a two-word submission reads more plausibly as low effort or a test than as deliberate vandalism, spam, or misinformation. A plain rejection is the proportionate response.
